Emergency funding announced for culture and heritage sectors in Scotland
Culture and heritage sectors are likely to benefit from a £59 million funding package to protect jobs and help the industry weather the effects of the coronavirus (COVID-19) pandemic.
A new £15 million Culture Organisations and Venues Recovery Fund will provide critical support to a range of businesses such as art galleries, studio facilities, comedy venues, large music venues, commercial theatres, orchestras, dance companies and nightclubs.
It will help to reduce the threat of insolvency, protect jobs and create conditions for a more viable and sustainable future for the sector.
The funding also includes £21.3 million for Historic Environment Scotland (HES) to protect jobs and support the reopening of properties in their care.
An additional £5.9 million will be made available to support heritage organisations through committed grants, and £270,000 for the New Lanark Trust will help secure the future of one of Scotland’s six World Heritage Sites.

The government announced a new law to ensure that furloughed employees who are made redundant receive statutory redundancy pay based on their normal wages, rather than a reduced furlough rate. Small Business Grant Fund extended
Small businesses which share properties but do not pay business rates are now eligible to apply for grants to help. Statutory family-related payments for furloughed workers
Furloughed workers entitled to Statutory Maternity Pay, Statutory Paternity Pay, Statutory Adoption Pay and Statutory Shared Parental Pay will not be disadvantaged. Workers are entitled to a minimum of 5.6 weeks of annual leave. The additional annual leave carry over arrangements introduced by the Working Time (Coronavirus) (Amendment) Regulations (Northern Ireland) 2020. All workers are subject to the Working Time Regulations (Northern Ireland) 2016 unless they are subject to a different set of regulations.
Receiving reduced pay due to being furloughed by their employer during the test period for Statutory Maternity Pay (SMP) or Maternity Allowance (MA) will reduce the amount women receive in SMP or MA payments.

Across the hospitality industry, the government is likely to reduce the consultation period for applications for pavement licences to from 28 calendar days to 5 working days,; set a lower application fee for a pavement and street cafe licence of up to £100; remove the need for a planning application for outdoor markets and marquees, and provide more freedoms for areas to hold car-boot sales and summer fairs. The government has also announced to introduce Business and Planning Bill to help businesses get back to work and succeed in the new and challenging circumstances.

The new fund will provide funding for zoos and aquariums which need additional support in caring for their animals following a drop in income caused by the coronavirus pandemic. All licensed zoos and aquariums which are facing severe financial difficulties as a result of the virus will be able apply for government grants of up to £730,000 to pay for animal welfare-related costs and essential maintenance.
The fund also offers grants to support rehoming costs in the event that zoos need to downsize or potentially close, and is open to those zoos which have already received support through the £14 million Zoo Support Fund.

The Welsh Government has announced a package of support worth more than £1.4bn for small businesses to help them during the coronavirus outbreak.
The Welsh Government has decided to make one adjustment to the Non-Domestic Rates (NDR) Relief for the hospitality, retail and leisure sector announced last week: to not extend the 100% relief to the small proportion of properties with a rateable value of £500,000 and above.
Retail, leisure and hospitality businesses with a rateable value of £500,000 or less will get one year business rates relief in the financial year 2020 to 2021.

Working Tax Credit
The Working Tax Credit has been increased by £1,045 to £3,040 from 6 April 2020 until 5 April 2021. The amount a claimant or household will benefit from will depend on their circumstances, including their level of household income. But the increase could mean up to an extra £20 each week.
The government is also uprating Child Benefit, other tax credits rates and thresholds, and Guardian’s Allowance by 1.7% with effect from 6 April 2020.

The Governor and the Illinois Department of Human Services (IDHS) announced $270 million funding to assist childcare providers across the state with reopening in the wake of the COVID-19 pandemic. EXIM approved the guarantee of $50 million working capital guarantee loan facility from JP Morgan Chase Co. to Zeeco, Inc., Headquartered in Broken Arrow, Oklahoma, and with U.S. facilities in Connecticut, Kansas, Kentucky, and Texas.

Coronavirus Relief Grants for K-12 and Higher Education Institutions
The government announced $81 million in Coronavirus Aid, Relief and Economic Security (CARES) funding is available through grants for K-12 schools and higher education institutions to assist with plans for safe reopening.
This first wave of grant funding includes releasing $11 million for grants to local education agencies (LEA) to support reopening efforts from the Coronavirus Relief Fund Grants. An additional $50 million will be made available to support technology grants that can be used on wi-fi devices, laptops, or any other devices needed to support reopening.
LEA Reopening and Programmatic Supports grants are noncompetitive grants to support cohorts of districts with continuous learning plan implementation throughout the year in amounts ranging from $25,000 to $150,000 each.
District Technology grants support district device strategies as necessary components to implement distance learning. The Tennessee Department of Education will launch a noncompetitive grant program managed through TDOE ePlan that allows for a match program.

Credit for Sick and Family Leave
An employee who is unable to work (including telework) because of coronavirus quarantine or self-quarantine or has coronavirus symptoms and is seeking a medical diagnosis, is entitled to paid sick leave for up to ten days (up to 80 hours) at the employee’s regular rate of pay, or, if higher, the Federal minimum wage or any applicable State or local minimum wage, up to $511 per day, but no more than $5,110 in total. Eligible employers are entitled to receive a credit in the full amount of the required sick leave and family leave, plus related health plan expenses and the employer’s share of Medicare tax on the leave, for the period of April 1, 2020, through December 31, 2020.
The employer can also receive the credit for employees who are unable to work due to caring for someone with Coronavirus or caring for a child because the child's school or place of care is closed, or the paid childcare provider is unavailable due to the Coronavirus. Those employees are entitled to paid sick leave for up to two weeks (up to 80 hours) at 2/3 the employee's regular rate of pay or, up to $200 per day and $2,000 in total.
Employees are also entitled to paid family and medical leave equal to 2/3 of the employee's regular pay, up to $200 per day and $10,000 in total. Up to 10 weeks of qualifying leave can be counted towards the family leave credit.

The Coronavirus Aid, Relief, and Economic Security (CARES) Act can help eligible taxpayers in need by providing favourable tax treatment for withdrawals from retirement plans and IRAs and allows certain retirement plans to offer expanded loan options. Evictions of small business and nonprofit tenants in the City of Seattle for non-payment of rent have been temporarily halted. This is effective immediately and will last for 60 days from March 18 or until Seattle's coronavirus emergency ends.

The Capitol Hill Housing Resilience Fund will be used to support the residents and small businesses impacted by the COVID-19 pandemic and work of the nonprofit community development corporation Capitol Hill Housing to support the community.

Support for workers

Both Seattle's Paid Sick and Safe Time Ordinance and Washington Initiative 1433 establish local and statewide paid sick leave for hourly employees working in Washington state. In Seattle, the law requires employers to provide all employees with paid sick and safe time. This includes full-time, part-time, temporary, exempt, and non-exempt employees.
The Seattle Sounders FC Relief Fund is aimed primarily at supporting individuals (shift workers and service providers), nonprofits, and small businesses in the neighborhoods surrounding CenturyLink Field.
The national One Fair Wage campaign has launched this emergency fund for service workers. The Plate Fund provides immediate, one-time payments of $500 to the most impacted restaurant-industry workers.

Government grants liquidity to sole proprietorships
The government announced all sole proprietorships will be able to access a loan without interest of 12,000 pesos this month and 12,000 pesos next month. The guarantee fund of the National Development Agency will be strengthened. No interest rate will be charged and it can be paid in 24 equal and consecutive installments.

Increase in retirement, minimum pensions and partial unemployment insurance
The government announced an increase in retirement and minimum pensions for 125,000 retirees and almost 11,000 pensioners, as of July 1. It also confirmed a new extension, until July 31, of the partial unemployment insurance.
